On April 10, 2020, the Party Committee of the Institute received the requirements of the Municipal Science and Technology Party Committee and the Shanghai Institute of Science and Technology to watch the "People's City for the People" monthly forum series lectures. The Party Committee attached great importance to it and decided to implement this learning requirement in the form of an expanded study of the Party Committee's central group as soon as possible. Two centralized studies were organized on April 15 and April 23, with the participation of 15 people, including the leaders of the Institute's Party and government, Party Committee members, Party branch secretaries, and middle-level cadres.

After the lecture, everyone closely followed the spirit of General Secretary Xi Jinping's important speech in Shanghai and the content of the expert lecture, and combined their own personal experiences to exchange their learning experiences on the protection and continuation of urban development and urban cultural heritage.

Comrade Wu Qiuju, Secretary of the Party Committee, combined with the actual situation that our institute is facing municipal relocation, exchanged: It is also worth mentioning that the property of our institute also has a certain history. As a state-owned enterprise, in recent years, it has actively cooperated with municipal projects to carry out corresponding relocation, renovation, and reinforcement of some properties, hoping that in the near future it can become a high-tech innovation industrial park facing the Yangpu River.

Comrade Wu Weihua, member of the Party Committee and director of the Science and Technology Development Center, shared his personal experiences and said: As a former resident of Hongkou, I have always been a bit "disturbed" by the decline of Shuimoguxian Commercial Street. Think about the old advertising slogan "Look at and stroll around Nanjing Road, and business is at Shuimoguxian Road", which used to be a paradise for the people. But now, the last department store on Shuimoguxian Road has closed recently, the Zhapu Road food street is gone, the Qiujiang Road electronic street has disappeared, and the Duolun Road celebrity street has no visitors. For those engaged in urban planning, these are all worth thinking about. What kind of old area transformation is the best is a very difficult topic.

Comrade Ji Beichen, the third branch party branch secretary and assistant to the director of the comprehensive office, proposed: We cannot blindly build and update our cities, causing our cities to lose their memory. A city is not simply a collection of individual buildings, but also a carrier of a nation's survival and development. The innovative integration and application of big data has enhanced the city's governance capacity, and urban management has entered the digital age. This not only optimizes government services and improves administrative efficiency, but also provides the public with a comfortable, convenient, and efficient living, working, and tourist destination. Today, the concept and influence of smart cities have permeated the depths of the city's blood vessels, driving urban development and transformation.

Other comrades involved in the study also exchanged their learning experiences on how intelligent technology can promote urban development and other issues.
