Celebrating the 60th anniversary of the establishment of Shanghai Instrument and Meter Research Institute Co., Ltd. and the 2024 Shanghai Instrument and Meter and Intelligent Equipment Industry High-Quality Development Conference was successfully held

On the morning of May 11, the celebration of the 60th anniversary of the establishment of Shanghai Instrument Research Institute Co., Ltd. and the 2024 Shanghai Instrument and Intelligent Equipment Industry High-Quality Development Conference were successfully held at Shanghai Tus-Caohejing (Zhongshan) Science and Technology Park.

Zhuang Songlin, academician of the Chinese Academy of Engineering and dean of the School of Optics and Electronic Information Engineering of Shanghai University of Technology; Qin Wenbo, secretary of the Party Committee and dean of Shanghai Academy of Sciences; Liu Fusheng, director of the Office of the G60 Science and Technology Innovation Corridor Construction Task Force, director of the Office of the Joint Conference of the Yangtze River Delta G60 Science and Technology Innovation Corridor, member of the Standing Committee of the Songjiang District Committee and deputy district mayor; Fang Qin, member of the Party Committee of Shanghai Academy of Sciences and secretary of the Discipline Inspection Commission; Xia Aijun, secretary of the Party Working Committee of Zhongshan Street, Songjiang District and second-level inspector; Fei Minrui, professor of the School of Mechanical and Electrical Engineering and Automation of Shanghai University, director of the Shanghai Power Plant Automation Technology Key Laboratory, and chairman of the Shanghai Instrument and Meter Society attended the meeting. The office of the Joint Conference of the Yangtze River Delta G60 Science and Technology Innovation Corridor, the Songjiang District Science and Technology Innovation Development Office, leaders of various departments and directly affiliated units of the Shanghai Academy of Sciences, as well as nearly 200 experts, scholars and guests from universities, research institutes, social groups and the business community in the instrument and meter industry participated in the meeting. The conference was hosted by Jia Feng, deputy general manager of Shanghai Instrument and Meter Research Institute Co., Ltd.

In his speech, Zhuang Songlin, academician of the Chinese Academy of Engineering and dean of the School of Optics and Electronic Information Engineering at the University of Shanghai for Science and Technology, recalled the glorious development history of Shanghai Instrument Institute over the past 60 years and his work experience in jointly exploring the frontiers of optical technology with the scientific researchers of Shanghai Instrument Institute, promoting the transformation and application of scientific research results, and jointly devoting themselves to promoting the development of the instrumentation industry. He hoped that Shanghai Instrument Institute would continue to uphold the entrepreneurial spirit of daring to innovate and pursue excellence, and make greater contributions to the prosperity and development of China's instrumentation industry.

In his speech, Qin Wenbo, Secretary of the Party Committee and President of the Shanghai Academy of Sciences, put forward three requirements for the Shanghai Instrument and Meter Research Institute to further deepen reforms, deeply integrate into the "1134" scientific and technological innovation system of the Shanghai Academy of Sciences, and better enable scientific and technological innovation in the instrumentation industry. First, we must always take party building as the first advantage of reforming the development of enterprises. Shanghai Instrument and Meter Research Institute must adhere to the high-quality development led by high-quality party building, grasp the main line of implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, promote the comprehensive and in-depth integration of party building and enterprise reform and development, make the direction of party building work clearer, the focus more prominent, and the tasks more focused, and effectively transform the party's political advantages, organizational advantages and mass work advantages into the advantages of enterprise development. Second, we must always take scientific and technological innovation as the first core of enterprise reform and development. Shanghai Instrument and Meter Research Institute adheres to the route of combining basic research and development with technical services, highlights the scientific and technological background of the main responsibilities and main business of the enterprise, and always integrates its own reform and development into the construction of the "1134" scientific and technological innovation system of the Shanghai Academy of Sciences. We strive to build Shanghai Instrument and Meter Research Institute Co., Ltd. into a highland of scientific and technological innovation in the instrumentation industry based in the Yangtze River Delta and facing the whole country. Third, we must always take talent resources as the first resource for enterprise reform and development. As a technology-based enterprise, talent team building is a key factor in leading and promoting the reform and development of the enterprise. Shanghai Instrument Institute Co., Ltd. should vigorously implement the "talent-driven enterprise" strategy, adhere to the principle of the Party managing talents, focus on the various links of talent work such as "selecting talents", "cultivating talents", "using talents" and "retaining talents", and improve the assessment and evaluation system by focusing on the actual needs of the enterprise, so as to build a consensus on valuing talents and lay a solid foundation for the development of enterprise talents. Take multiple measures to provide strong talent guarantee for the reform and development of the enterprise.

Deputy District Mayor Liu Fusheng said in his speech that in recent years, Songjiang District has always taken General Secretary Xi Jinping's important instructions to Songjiang during his work in Shanghai as a "guiding light", and has adhered to the new development concept in accordance with the deployment requirements of the Municipal Party Committee, Municipal Government and District Party Committee, and successfully promoted the Yangtze River Delta G60 Science and Technology Innovation Corridor from a vivid practice at the grassroots level to an important national strategic platform. As the only comprehensive local scientific research institute in the city, Shanghai Academy of Sciences has a high position and strong foresight. Based on the two national strategies of Shanghai Science and Technology Innovation Center and the integrated development of the Yangtze River Delta, it has worked together with the Songjiang District Government to jointly rely on the G60 Yangtze River Delta Science and Technology Innovation Corridor to promote the open sharing of innovation factors and the deep integration of scientific and technological innovation and industrial innovation. Relying on the advantages of the Yangtze River Delta G60 Science and Technology Innovation Corridor as a source of policy, Songjiang is accelerating the creation of an instrumentation and scientific instrumentation industry cluster. At present, a large number of scientific instrumentation and instrumentation industry chain companies, including the Shanghai Institute of Instrumentation, have settled in Songjiang, covering high-end analytical instruments, third-party inspection and testing, testing technology and biological analysis, and the industrial agglomeration effect has initially emerged. I sincerely hope that the convening of this conference will further promote collaborative innovation among industry, academia, research and application in the instrumentation and intelligent equipment industry in Shanghai and even the Yangtze River Delta region, and jointly create new momentum and new advantages for high-quality development of the industry.

In his speech, Fei Minrui, Chairman of the Shanghai Instrument and Meter Society, reviewed the development history of the Shanghai Instrument and Meter Society and the deep historical roots and fruitful results of the cooperation between the Society and the Shanghai Instrument and Meter Research Institute, and looked forward to the bright prospects of further deepening and expanding cooperation between the Society and the Shanghai Instrument and Meter Research Institute in the fields of academic research, technological innovation, achievement transformation, talent training, international exchanges, and other fields in the field of instrumentation. He said that in the new development period, the Shanghai Instrument and Meter Society will continue to uphold the purpose of "facing the industry, serving enterprises, relying on colleges and universities, and innovative development", and work hand in hand with the Shanghai Instrument and Meter Research Institute and colleagues from all walks of life to jointly write a bright future for the Shanghai machine instrument industry! 

At the meeting, the guests first watched the 60th anniversary commemorative film of the establishment of Shanghai Instrument and Meter Research Institute Co., Ltd., which was passed on for 60 years and the instrument road advanced into the new era, and reviewed the magnificent development history of the Shanghai Instrument and Meter Research Institute over the past 60 years. The congratulatory messages and letters sent by experts and scholars who have given careful guidance to the Shanghai Instrument and Meter Research Institute for a long time and the brother units and cooperative enterprises that have provided support and help were read out at the conference in the form of video.

The Party Secretary and Chairman of Shanghai Instrument and Meter Research Institute Co., Ltd. delivered a keynote speech on the 60th anniversary of the establishment of Shanghai Instrument and Meter Research Institute Co., Ltd. entitled "Sixty Years of Glorious Past, Bravely Undertaking the Mission and Starting a New Journey of High-quality Development". She reviewed the achievements of Shanghai Instrument and Meter Research Institute in the past sixty years and said that in the new development stage after the corporate restructuring, Shanghai Instrument and Meter Research Institute will, under the strong leadership of the Party Committee of Shanghai Academy of Sciences and with the strong support of experts, scholars and partners, deeply integrate into the "1134" scientific and technological innovation system of Shanghai Academy of Sciences, adhere to the original intention of science and technology, strengthen and expand the main responsibilities and main business of the enterprise, strive to achieve high-quality development of the enterprise, and jointly write a glorious new chapter for Shanghai Instrument and Meter Research Institute in the next sixty years. 

At the meeting, the signing ceremony of the Yangtze River Delta Instrument and Meter and Intelligent Equipment Industry Innovation Alliance, the signing ceremony of the strategic alliance and professional signing ceremony of industry-university-research cooperation, and the signing ceremony of the cooperation and construction agreement of shared laboratories were also held.

From the afternoon of May 11 to May 12, the Ninth Second Council of the Shanghai Instrument and Meter Society and the 2024 National Electrical Instrument Standardization Technical Committee Third Technical Committee Working Meeting and Standard Draft Technical Seminar were held at various venues of the conference.

The torch has been passed down for 60 years. Since its independent establishment in 1964, as the technical management unit of the electrical instrumentation industry in East China stipulated by the former First Ministry of Machinery Industry, Shanghai Instrument and Meter Research Institute Co., Ltd. has closely linked its mission with the revitalization of the national instrumentation industry and the construction of a great socialist power. In different historical periods and different stages of development, generations of "Shangyi" people have passed on the torch and continued to struggle to promote the development of the instrumentation industry in Shanghai and even the whole country.
