This year is the final year of the "Three-Year Action Plan for State-owned Enterprise Reform (2020-2022)". At the successful closing of the 20th National Congress of the Communist Party of China, as a state-owned enterprise under the Shanghai Academy of Sciences, the Shanghai Institute of Instruments and Meters, in accordance with the relevant requirements of the Municipal Science and Technology Commission and the Shanghai Academy of Sciences on the corporate reform of state-owned enterprises, completed the reform work and transformed from a state-owned enterprise into a limited liability company.
Shanghai Institute of Instruments and Meters was established in 1964 and is a research institute that has long been engaged in the development of application technology for electrical measuring instruments. At the beginning of this century, in response to the relevant call of the country to deepen the reform of the science and technology system, the institute was transformed from a public institution to a state-owned enterprise, and its affiliation was transferred to the Shanghai Academy of Sciences, and it began to explore the transformation from an application-oriented research institute to a technology-based enterprise. Now, after formulating the restructuring plan, clearing up assets, financial auditing, asset evaluation, verifying state-owned capital and investors, and finally completing the industrial and commercial change registration, the birth of Shanghai Instrument and Meter Research Institute Co., Ltd. marks that the institute, which has a long history of 58 years and has achieved many brilliant achievements, has achieved another major change in the system and mechanism of the unit and embarked on a new journey of enterprise reform and development.
For enterprises, the company system reform should be a deep-level system and mechanism reform, rather than a simple "name change and flip". It will strive to build the company into a new type of enterprise that adapts to the development of the times and the requirements of the Shanghai Academy of Sciences for deepening reforms, and make due contributions to the Shanghai Academy of Sciences' deepening innovation reforms and Shanghai's construction of a science and technology innovation center with global influence in the new era.
