Recently, the Shanghai Institute of Instrument and Meter held a meeting of department heads, and the Party Committee of the Institute and the Institute signed the "Responsible Letter for the Construction of Party Conduct and Integrity"、"Responsible Letter for Safety and Stability Work" and "Responsible Letter for Economic Work Tasks and Objectives" with the heads of various departments in 2017, decomposing goals and implementing responsibilities along the three lines of party conduct and integrity, safety and stability, and economic work tasks.

In particular, the "Responsible Letter for Economic Work Tasks and Objectives" was formulated on the basis of summarizing the previous three years of assessment work, further quantifying and refining responsibilities, powers, and interests in written form. As Comrade Teng Huaqiang, the director of the Institute, said at the meeting, signing the contract is the decomposition of the overall goal, and after careful calculation, although the indicators this year have increased, they are feasible and can be achieved with efforts. At the meeting, Comrade Wu Qiuju, the Party Secretary of the Institute, talked about the economic target, which is determined by the amount completed in the previous year. The basic target can only ensure the minimum, and the target to be achieved is something that needs to be jumped to be picked. She also pointed out that the responsible letters for party conduct and integrity, safety and stability are not only work requirements, but also care for the political life of cadres and the personal life of employees. Therefore, work should not be biased, responsibilities should be effectively assumed, a clean and upright, harmonious and stable working environment should be created, and a guarantee should be provided for the economic work of the Institute.
