On July 27, the Party Committee of Shanghai Instrument Institute held a theoretical center group study (expanded) meeting, with members of the institute's leadership team, Party Committee members, and branch secretaries attending the meeting. Based on their previous individual self-study, the participants collectively studied "Xi Jinping in Shanghai" and "Xi Jinping's Footprints in Shanghai", and discussed and exchanged ideas on the spirit of the 12th Party Congress of the city.

Wu Qiujue, secretary of the Party Committee, made a guiding speech at the meeting, believing that Secretary Li Qiang's report to the 12th Party Congress of the city is a clear political declaration and an action program with ambitious goals. The report is themed "Carrying forward the great spirit of party building, practicing the concept of people's city, and accelerating the socialist modern international metropolis with world influence", highlighting the clear political theme, the city's value pursuit and the goal of development. In the past five years, General Secretary Xi Jinping has visited Shanghai for four consecutive years, pointing out the direction for Shanghai's development. The report summarizes the extraordinary achievements made in the five years of struggle with eight "new" points, which is the diligent practice of the city's cadres and masses in response to General Secretary Xi Jinping's earnest instructions. To sum up the hard-won achievements, it comes down to an important point, that is, Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era and the General Secretary's instructions on Shanghai's work are the fundamental guarantee for Shanghai to overcome various difficulties and challenges on the road ahead and continue to move from victory to victory. "Building an international metropolis with world influence" is the instructions of General Secretary Xi, and it is also the goal that Shanghai will continue to strive to promote in the next five years and even longer. The report elaborates on this goal from three dimensions: "world influence" has been significantly improved, "socialist modernization" has been highlighted, and "international metropolis" has become more attractive. It has both specific goals and important concepts and guarantees to achieve the task. The report takes "striving to create party building achievements worthy of the birthplace of the party" as the party building requirement for Shanghai to embark on a new road of catching up, grasping the root and the key. We must study and implement the spirit of the municipal party congress, strengthen grassroots party building, uphold integrity and innovation, actively promote the reform and development of state-owned enterprises, and forge ahead on a new journey. Director Teng Huaqiang said in his speech that "Xi Jinping in Shanghai" mainly reflects General Secretary Xi Jinping's leadership work experience as Secretary of the Shanghai Municipal Party Committee from March to October 2007. Although it was only 7 months, General Secretary Xi traveled to 19 districts and counties in Shanghai, and also conducted research in enterprises and schools. He worked non-stop and had a high intensity of work. General Secretary Xi proposed that Shanghai's development must be considered and planned under the central government's strategic positioning of Shanghai's development, the general trend of economic globalization, and the overall deployment of the Yangtze River Delta region. The development pattern is very high. Looking back now, the strategy proposed at that time is also what Shanghai has been doing, which shows the foresight of General Secretary Xi.
Jia Feng, a member of Jiusan Society and deputy director of the institute, believes that today's study topic is very good. I was deeply touched by watching the 12th Party Congress of the city and studying two books. I used to work in the Pudong Free Trade Zone. At the beginning, the Shanghai Free Trade Zone just wanted to get some tax incentives. When reporting to the central government, General Secretary Xi was familiar with the situation in Shanghai and dared to make the final decision. He was very supportive of the trial first, did not give policies, did not set rules and regulations, and made plans by himself, with great openness. In 2014, General Secretary Xi visited the Free Trade Pilot Zone as the first stop of his inspection in Shanghai, which shows that he attaches great importance to the construction of the Free Trade Zone. Shanghai will face new challenges in the next five years. I have an idea, which is to reshape Shanghai's urban spirit of "embracing all rivers, pursuing excellence, being open-minded and wise, and being generous and tolerant", and fully demonstrate the charm of Shanghai as an international metropolis.
Wu Weihua, a member of the Party Committee, said in his speech that Secretary Li Qiang's report announced that the livelihood problem that has plagued Shanghai for many years - the transformation of old urban neighborhoods, will be solved for a long time this year. The people's livelihood work is welcomed by the citizens, and the people are deeply touched. During his work in Shanghai, General Secretary Xi did his homework every time he went to the grassroots to investigate, fully grasped the situation, and communicated with the people and chatted about family matters in a very intuitive and approachable way. This people-friendly style is an example for our cadres to learn from.
Chen Dehong, secretary of the second party branch, said that when General Secretary Xi Jinping came to Shanghai to take office, Chen Liangyu was investigated for serious violations of discipline, and the shock caused was self-evident. Experience cannot be measured by the length of time. In a short period of 7 months, General Secretary Xi relied on the broad masses of cadres and the people to unify thoughts, sort out emotions, stabilize the overall situation, and made important achievements in many aspects such as politics, economy, and culture, which had a far-reaching impact on the development of Shanghai. The 12th Party Congress of the city, held after the unblocking of Shanghai, put forward the goal of struggle for the next five years, which is of great significance to boosting the confidence of cadres and citizens, keeping in mind the instructions of the general secretary, and completing the three major trusts.
Xie Yimin, member of the third party branch, said in his speech that Shanghai is an international metropolis and has the responsibility of a metropolis. Since the outbreak of the COVID-19 pandemic, Shanghai has been under tremendous pressure to fight the pandemic. We cannot completely deny Shanghai's three-year efforts to fight the pandemic because of the problems exposed by responding to public health emergencies. We must look at it objectively and realistically, and we must muster up confidence to set off again.
At the meeting, other comrades who participated in the study also made exchanges. In a brief summary of this study, Wu Qiujue believed that in the exchange, we can also discuss and exchange individual views and individual issues, without being restricted to a specific form, and the atmosphere can be relaxed and lively, with mutual discussion and mutual improvement.
