In order to effectively promote the work of Shanghai Instrument and Meter Research Institute, implement the economic goals of the whole institute, the economic work meeting of Shanghai Instrument and Meter Research Institute in 2021 was held at 13:00 p.m. on January 18th in the 7th floor conference room.
At the meeting, the heads of departments (companies) based their presentations on the work ideas and economic goals for 2021. Each business department spoke about the specific work of their department and made predictions for the department's income in 2021.
During the meeting, Vice Director Jia Feng deployed the requirements for the new year in terms of property management and the new demands of the subordinate investment company, Haoshun: The property management, with its new and old leaders, needs to have new plans and new arrangements, with rewards and punishments; as for Haoshun Company, the sales strategy for 2021 needs to be transformed. While maintaining the sales of jaundice, there should be a significant improvement in other aspects (medical devices, smart instruments). There should be a separate sales plan for ADHD instruments, and there should also be a significant improvement in smart instruments.
During the meeting, Wu Qiuju, Party Secretary, also put forward three requirements for the economic work in 2021:
1. With the reform of the company system as the driving force, start well and set up a good situation. This year is the first year of the 14th Five-Year Plan, the centenary of the founding of the Party, and also the year of deepening reform of the Institute of Science and Technology. We want to benchmark the Institute of Science and Technology and do a good job in the most important thing this year - the reform of the company system. During this period, a lot of work needs to be completed, and we need to rely on everyone present and the staff to complete it together.
2、With the aim of optimizing the system and mechanism, improve the management capability. Our management level still needs to be improved. The problems reflected by our recent sub-investment management company are all new requirements for our management, so we need to continuously improve the system and mechanism and improve the management capability to a new level.
3. Strengthen the talent team to improve the level of cadre training. At present, the institute is at the stage of new and old alternation. We need to connect seamlessly, mesh with gaps, and form a situation where the old, middle-aged and young people are combined.
During the meeting, Director Tang Huaqiang made a summary speech: The Institute of Optics has influence and reputation in the industry, and everyone should have a global perspective, look a bit higher, and work together to make the cause of scientific and technological innovation bigger and stronger.
Finally, Teng Huaiqiang put forward four requirements for the economic work of the Institute in 2021:
1. Company system reform. How to do it well next, not only the finance department or the office, but also all departments to participate fully. This is our second major reform, it is an opportunity, seize it, make good use of the opportunity and there will be an improvement.
2. Increase scientific research investment. We are named "Science", and scientific research capability is key. However, the current scientific research capability of our institute is quite different from the outside world. Our financial resources are limited, which restricts our scientific research. In the past two years, we have been learning from the experience of other institutes, and we will increase scientific research investment. After that, there should be results, implementation, and output. The scientific research I am referring to here is a broad category: including the Measurement Center, magazines (发行, quality improvement), public service platform, and R&D center.
3. Relocation matters. The relocation on No. 225 should be properly handled. Water and electricity may be affected, and we should strive to reduce the impact as much as possible. At the same time, we should strive to obtain additional support, and other matters need to be communicated with the Institute of Science and Technology.
4、Perfection the team talent mechanism. There are rewards and punishments, encouraging those who can do things and achieve results. In operation, it is necessary to communicate with relevant departments, not a department that arbitrarily proposes or operates. It is also hoped that each department will put forward reasonable reasons, combined with our rules and regulations, to improve step by step. We may recruit some suitable people to enhance the team's strength. It is also hoped that everyone can self-recommend, break through the framework, and try something.
Finally, everyone should be full of hope for the Institute of Optics, hoping that the Institute of Optics will develop better and better under the joint efforts of everyone, and our descendants can also inherit it from generation to generation.
